Sinimulan ang registration of SIM (Subscriber Identity Module) cards sa December 27, 2022.
At magtatapos ang registration hanggang July 25, 2023. Wala nang extension.
Ito ang nilinaw ng Department of Information and Communications Technology (DICT).
Ito ang nilinaw ni National Telecommunications Commission Deputy Commissioner Jon Paulo Salvahan sa interview ng Inquirer.
“Per our discussions with DICT officials, we are no longer looking at extending the deadline beyond 11:59 p.m. of 25 July 2023, Philippine Standard Time,” quoted si Salvahan sa kanyang mensahe.
Inilabas na ng NTC ang implementing rules and regulations (IRR) nito para sa SIM Card Registration Act.
Nangangahulugang deactivated na ang mga ibebentang SIM cards pagsapit ng December 27, 2022, at kailangang i-register ang mga ito para magamit.
Covered ng bagong batas ang SIMs, embedded SIMs, broadband modem, at internet-of-things devices.
Libre ang registration.
ONLINE REGISTRATION
Ayon sa IRR, magkakaroon ng online registration platform ang website ng telco providers.
1. I-fill out ang SIM card registration form.
Kailangang i-provide ang pangalan, birthday, at address.
2. Mag-present ng mga dokumento bilang patunay ng identity o pagkakakilanlan.
Kabilang sa valid IDs ay ang mga sumusunod:
- Passport
- Social Security Service ID
- Government Service Insurance System e-Card
- Driver’s license
- National Bureau of Investigation clearance
- Police clearance,
- Firearms’ License to Own and Possess ID
- Professional Regulation Commission ID
- Integrated Bar of the Philippines ID
- Overseas Workers Welfare Administration ID
- Bureau of Internal Revenue ID
- Voter’s ID
- Senior citizen’s card
- Unified Multi-purpose Identification Card
- Person with Disabilities card
- Other government-issued ID with photo
REMOTE AREAS
Para sa mga subscribers na limitado ang Internet connection, ang SIM registration ay pangungunahan ng Department of Information and Communications Technology, National Telecommunications Commission, Department of the Interior and Local Government, and Department of Education, gayundin ang telcos.
EXISTING SIM CARDS
1. I-register ito sa telecommunication provider sa loob ng 180 days o anim na buwan simula nang ipatupad ang batas.
Nagbigay rin ng extension na 120 days o four months, pero kapag nabigo pa ring ipa-register ang SIM, made-deactivate ito. Kung gusto gusto mong ipa-reactivate ang SIM, may limang araw na palugit .
2. Posibeng ipapa-confirm na lamang ang previous information na nasa database ng TELCO.
Pero baka rin may karagdagang personal information na hihingiin.
3. Para sa mga postpaid users, manggagaling sa mga telcos ang registration form na kukumpletuhin online.
OTHER GUIDELINES
Pagdating sa minors, ang SIM card ay irerehistro sa pangalan ng magulang o legal guardian, at kailangan din ng consent nila para ma-register ito.
Para sa corporate accounts, hihingin ang pangalan ng kumpanya, address ng negosyo, at pangalan ng authorized signatory.
Wala ring limitasyon kung ilang SIM card ang mabibili basta tama at kumpleto ang impormasyong ibibigay sa registration form.
Kailangan lang i-confirm ng telco provider ang hawak na information ukol sa user, maging mga negosyo at kumpanya.
Nakasaad sa IRR na ang magbibigay ng wrong info, fake identity, at magbebenta ng stolen SIM cards ay maaaring magmulta ng PHP100,000 up to PHP300,000 at maaaring makulong ng dalawang taon.
Kapag nakapagparehistro, ang user ay may obligasyon na i-report ang change of information, kapag nawala o nanakawan ng SIM card, at mag-submit ng request to deactivate.
Kapag pumanaw naman ang SIM card user, ang immediate family nito ang magre-report para ma-deactivate ang SIM.
REACTION OF TELCOS
Positibo naman ang reactions ng providers—Smart, DITO, Globe—sa inilabas ng NTC na IRR ng SIM Card Registration Act.
Ito ang pahayag ng Globe: “We will continue our close collaboration with the government to ensure full implementation of the SIM Registration Act to achieve our shared goal of stopping cybercrime, including SIM-aided fraud.”
Saad ng Smart sa statement nito: “We are ready to roll out our SIM Registration processes after months of preparations, which have included, among others, studying best global practices and technology solutions from other countries that have already implemented SIM registration.”
Pahayag ni Atty. Adel Tamano, chief administrative officer ng DITO: “We will do our level best to make the registration process as simple and painless as possible for new DITO subscribers and our 14 million existing customers.”
Ipinapatupad ang SIM Card Registration Act para magkaroon ng accountability ang mga SIM card users at tulungan ang mga law enforcers na masupil ang mga fraudulent activities at maging mga krimeng isinasagawa na konektado sa paggamit ng SIM.
