Marami ang hindi sumusunod sa masterplan ng Quezon City para sa flood control projects.
Ito ang hinaing ni Quezon City Mayor Joy Belmonte nang imbestigahan niya ang flood control projects na isinasagawa sa kanyang lungsod.

Bumuo raw ng team si Belmonte para alamin mula sa Isumbong Sa Pangulo website ang lisatahan ng flood control projects sa Quezon City.
Nagsagawa rin daw sila ng crowdsourcing. Umapela raw siya sa mga nasasakupan na ipaalam sa kanya kung mayroong flood control projects na isinasagawa sa lugar ng mga ito.
Ito ay para matingnan kung alin sa mga ito ang sangkot sa diumano'y maanomalyang proyekto sangkot ang Department of Public Works and Highways (DPWH).
Kaugnay pa rin ito ng nagsanga-sangang national issue matapos pangalanan ni Pangulong Ferdinand Marcos Jr. ang Top 15 contractors na nakakuha ng pinakamalaking pondo para sa flood control projects.

Nakatawag-pansin ito sa netizens, lalo pa't nabanggit ang pangalan ni Quezon City First District Representative Arjo Atayde sa isang flood control project na kinukuwestiyon ni Belmonte.
MAYOR JOY BELMONTE PROBES PROJECTS IN QUEZON CITY
Bago napunta ang usapan kay Atayde, idinetalye ni Belmonte ang sitwasyon sa kanyang lungsod.
Ang Quezon City ay binubuo ng anim na distrito na pinamumunuan ng mga mambabatas.
Ayon kay Belmonte, mayroon silang 142 barangays at 3.2 million population.
Mayroon daw 254 flood control projects na nailista ang kanyang team, at 93 palang sa mga ito ang na-inspect ng kanyang city engineers.
Dito raw niya napag-alamang may mga proyektong hindi idinedeklara ng DPWH sa LGU kahit dalawang beses kada buwan ang meeting nila.
Gayong may ipinasa pa raw na ordinansa sa Quezon City noong 2020 na kailangang naiko-coordinate sa LGU ang anumang national project sa lugar.
Lahad ni Belmonte: "We've already found some anomalous projects.
"Projects that are supposedly there but di namin mahanap. Projects na nandiyan yung coordinates pero iba location ng project.
"Yung mga sinabing completed pero ongoing. Merong sobrang generic ng pangalan di mo siya makita.
"Kunyari flood control project in San Juan River. Ang laki-laki ng San Juan River, 4.5 kilometers, saan doon?"
Nang tanungin kung anong distrito sa Quezon City ang may pinakamataas na diumano'y anomalous projects, sinabi ni Belmonte na hindi pa raw matukoy sa ngayon.
Wala pa raw kasi sa kalahati ang nainspeksyon ng kanyang team.
Ang tanging alam daw niya sa ngayon ay District 4 ang may pinakamalaking budget para sa flood control.
Hindi pa rin daw niya matukoy kung sa nagdaang termino o sa kasalukuyang termino nasimulan ang flood control projects sa lugar.

QUEZON CITY DRAINAGE MASTERPLAN
Dati na raw nakiusap si Belmonte sa anim na kongresista ng Quezon City na sana ay gamitin ang drainage masterplan ng lungsod sa flood control projects.
Paliwanag ng alkalde, kailangang makipag-coordinate siya sa mga mambabatas dahil ang mga ito ang may kakayahang mag-lobby para sa karagdagang pondo na kailangan ng lungsod.
Hindi raw kasi sapat ang pondo ng lungsod para sa malakihang proyekto tulad ng flood control.
Lalo na raw kung ang proyekto ay tatamaan ang "transborder" o sa kahabaan ng
major roads o national roads, kunsaan kakailanganin ang pondo mula sa national budget.
Ayon pa rin kay Belmonte, PHP20M ang nagastos ng Quezon City para sa paggawa ng drainage masterplan na pinag-aralan at dinisenyo ng U.P. Resilience Institute.
Dalawang taon daw iyon binuo ng U.P. Resilience Institute.
"Very reasonable" na raw ang presyo na iyon dahil kailangang mag-hire ng scientists na pinag-aralan nang husto ang plano.
Sa pagkakaalam daw niya ay umaabot pa ng PHP2.5B ang national budget para sa plano pa lang ng flood control.
Forward-thinking daw ang Quezon City dahil sa isyu ng climate crisis, kaya raw gusto niyang mapaghandaan ng lungsod.
Nangangailangan daw sila ng kabuuang "PHP27B" para makumpleto ang flood control projects sa kanyang nasasakupan.
"Hindi tayo nagkulang. Nag-submit ako ng drainage masterplan sa DPWH. Nakakalungkot na eto ang nangyayari," saad ni Belmonte.
Hindi raw masabi ng alkalde kung dapat sisihin ang kongresista, dahil nasa gitna pa raw sila ng imbestigasyon.
"Kapag kausap ko naman sila, they tell me that, 'Yes, Mayor, we have lobbied for such amount, and we're gonna make sure that we follow the drainage masterplan.'
"Now, we're trying to assess how many of them or how many projects have been consistent with the plan and I'm gonna report that to the public as well."

PUMPING STATION AT MATALAHIB CREEK
Hanggang sa nabanggit ni Mayor Belmonte na isa sa nainspeksyon ng kanyang team ay ang tinutulan niyang pumping station sa Matalahib Creek na kadugtong ng San Juan River.
"That was clearly not part of the drainage masterplan," saad ni Belmonte.
"That was clearly not coordinated with the city. Clearly, the city objected to it.
"Naituloy ng contractors, pero...
"The congressman of that district, I sought his help and he did actually intervene and set up a meeting with me and the DPWH regional director."
Nang tanungin ni Torres kung sino ang tinutukoy ni Belmonte na mambabatas, sagot nito, "Congressman Atayde of the first district of Quezon City."
Tinutukoy ni Belmonte ang actor-politician na si Arjo Atayde. Naihalal si Arjo noong 2022, at na-reelect ngayong 2025 elections.
Itinayo ang pumping station sa ilalim ng panunungkulan ni Atayde?
Sagot ni Belmonte: "Yes, it happened under his watch. In fact, in the beginning, he told me he didn't know about it.
"And I'm thinking tuloy, I don't want to judge, okay?
"So I'm thinking, is it possible that maybe the congressman just says to the DPWH, 'This area is flooded, pero bahala na kayo what intervention.'
"That might be possible. I mean, you know, I don't really know the dynamics between the DPWH, the congressman, the contractor. I really don't know.
"I have no personal knowledge of what goes on or how they discuss or how they negotiate for these things."
Hindi raw alam ni Belmonte kung sino ang pumirma at nag-apruba ng pumping station sa Matalahib Creek sa Quezon City.
Hindi rin alam ni Atayde?
"Yes, the congressman told me he wasn't aware about it," ani Belmonte.
Pero sabi rin ng alkalde: "And I want to give him the benefit of the doubt.
"And that's why I'm thinking maybe, is it possible that the congressman just says, 'Si Kapitan, humingi ng flood control project dito, kailangang i-put one here, and then bahala na si DPWH.'"
Tapos na raw ang phase one ng pumping station nang makausap ni Belmonte si Atayde ukol dito.
Ayaw naman ni Belmonte magturo kung sino ang dapat managot sa pumping station project dahil hindi pa tapos ang imbestigasyon ng kanyang team.
Ang idiniin ng alkalde, mahigpit niyang tinutulan ang proyektong nagkakahalaga ng PHP97M, at may kasunod pa sanang PHP250M.
"In this particular case, the master plan was not followed because in nowhere in the plan do we recommend a pumping station," paliwanag ni Belmonte.
"Because as our engineer said, 'Where would you pump the water to? We are not a coastal city. Will you just pump it from one end of the city to another street of the city?'
"Because we don't have... the Manila Bay is not next to us, right?
"So it doesn't make sense."

CEASE AND DESIST ORDER AGAINST THE CONSTRUCTION
Ang inirekomenda raw sana sa drainage masterplan ng Quezon City ay paggawa ng detention basins na kokolekta ng tubig at saka ire-release kapag wala nang ulan, pati na rin ang paggawa ng mas malaking pipes.
Pero hindi raw sumunod ang contractor ng pumping station.
Paliwanag pa rin ni Belmonte: "Yung mga taong-bayan, lagi akong kinu-call out, 'Bakit mo pinayagan? Hindi mo makita?'
"Actually, nakita namin, okay. Sinabi namin, 'Tumigil kayo. May cease and desist order kami.' We did that.
"We wrote countless letters of opposition, but they still continued to build.
"So after the first phase, first phase lang pala yun. It's a 97-million piece of infrastructure and meron pa palang phase two and three, which is another PHP250 million for the pump, the actual pump, 'no?"
Ikinagalit daw ito ni Belmonte.
"And clearly, this structure angered me because it was built on the creek.
"And later when, I think, we asked them, 'Why is it on the creek, not on the side?'
"And then they said, 'Oh, you know, because we didn't wanna acquire land.'
"But you know, the point is that's why you coordinate with the city because the city has the mandate to acquire land. The city can relocate informal settlers in a public work site.
"But if you did not coordinate with us, how could we help you?
"I always think about why don't they coordinate when coordination makes so much sense."
ALLEGED COLLUSION IN ANOMALOUS FLOOD CONTROL PROJECTS
Nang tanungin kung sino ang dapat managot sa mga diumano'y maanomalyang flood control projects, sinabi ni Mayor Belmonte na tingin niya ay may nagaganap na sabwatan sa mga may hawak ng proyekto.
"Well, I think it's DPWH. They are the accountable agency clearly because they're the implementing agency.
"But then, of course, people ask me, like one reporter asked me, 'So is it just the DPWH?' Or in the case of Manila, Yorme [Isko Moreno] says it's the contractor.
"There are just so many players so I always say I think it's a collusion. There's some kind of collusion going on here."
Sabay binanggit ni Belmonte ang privilege speech ni Senator Ping Lacson, pati na ang exposé ni Baguio City Mayor Benjamin Magalong.
Tugma ang eksplanasyon nina Lacson at Magalong tungkol sa diumano'y sabwatan ng mga sangkot na mambabatas, DPWH, at contractors sa mga maanomalyang flood-control projects.
"And it's really not something I thought of. It's based on Senator Lacson's exposé or Mayor Magalong's exposé where they named so many players na involved."
Kabilang si Joy Belmonte sa mga alkalde na nakiisa sa Mayors For Good Governance, na layuning magkaroon ng transparency at accountability sa kanilang pamumuno.
"We are here sincerely trying to solve a problem that brings so much hardship to our people, and you see that those accountable and responsible and who have the power to solve this problem are not taking that responsibility seriously and are actually using that problem to profit from our country and our countrymen.
"And it really makes me as a good governance advocate really angry.
"Because we are doing our best at the local level to raise revenue to be able to solve major problems such as flooding.
"And here, there are so much funds being squandered and being wasted and not being used properly.
"When in fact, we have a plan they they can easily adopt and just follow and they already know that these problems can be solved just by following the masterplan."

discaya named as CONTRACTOR IN PUMPING STATION project
Hindi nabanggit ni Belmonte sa panayam sa kanya ni Torres kung sino ang contractor ng pumping station sa Matalahib Creek.
Sa hiwalay na ulat ng online site ng The Philippine Star noong September 6, 2025, nakasaad na in-award ng DPWH ang proyekto sa St. Timothy Construction Corp. at Pilastro Builders and Development Inc. noong May 2024.
Ang St. Timothy Construction Corporation ay construction company na pag-aari ng mag-asawang Curlee at Sarah Discaya.
Nakasaad sa karatula ng DPWH na May 2025 dapat nakumpleto ang proyekto, pero hindi pa rin ito tapos hanggang sa kasalukuyan.
Sinasabing lalo pa raw lumubha ang baha sa lugar dahil sa istrukturang iyon.
No. 2 ang St. Timothy sa listahan ni Pangulong Marcos ng may mga pinakamataas na pondong nakukuha para sa flood control projects ng DPWH.
Sa kabilang banda, ngayong Lunes, September 8, pinangalanan ni Curlee Discaya sa Senado ang mga mambabatas at iba pang personalidad na diumano'y binigyan niya ng porsyento sa mga na-award sa kanyang flood control projects.
Isa sa mga binanggit niya si Congressman Arjo Atayde.
Mariing pinabulaanan ni Atayde ang alegasyon laban sa kanya at nagbantang gagawa ng legal na hakbang upang malinis ang kanyang pangalan.
Itinanggi rin ng asawa ni Atayde na si Maine Mendoza ang alegasyon ni Discaya laban sa actor-politician.
