Speaker Alan Peter Cayetano assures public there's "enough time" to tackle ABS-CBN franchise renewal

Sa unang linggo ng Pebrero pa sisimulan ng House Committee on Legislative Franchises ang pagtalakay sa franchise renewal bills ng ABS-CBN at iba pang kumpanya na nagnanais makakuha ng panibagong legislative franchises.

Ito ang sinabi ni Speaker Alan Peter Cayetano sa panayam sa kanya ng media sa Batangas ngayong Miyerkules, January 22.

Sa Batangas City Convention Center idinaos ang sesyon ng Kongreso ngayong araw upang mapakinggan ang mga pangangailangan ng Taal evacuees at local government units.

Saad ni Speaker Cayetano, sa pamamagitan ng Facebook live, “I talked to Chairman Chicoy Alvarez and he’s recommending we start… there are about 40 to 50 franchise bills.

“So, first week of February daw he will start, and kung sino daw ang may kumpletong requirements, he will start the hearings.

“So, magkakaroon ng update maybe next week.

“Kailan ba ang first week of February, next week?

“The week siguro after next week, start na ng mga hearing.”

Ipinagdiinan ni Cayetano na magiging patas ang Kongreso sa lahat, hindi lamang sa ABS-CBN.

Banggit niya, “I’ll just reiterate, ‘no, that we are committed to Filipino people that we will have fair hearings.

“That we will hear issues and also hear bygones.

"And also, we cannot promise any decision until we finish the hearings.

“To be fair with everyone.”

QUO WARRANTO PETITION

Noong January 16, kumalat ang balitang nakatakdang maghain ng quo warranto petition ang Office of the Solicitor General (OSG) sa Supreme Court upang kanselahin ang legislative franchise ng ABS-CBN.

May mga nalabag daw kasi ang istasyon sa terms and conditions ng kanilang prangkisa.

Pero, hindi naman ito natuloy.

Ayon kay Speaker Cayetano, sakaling matalakay sa hearing ang mga reklamo ng mga abugado ng gobyerno, baka raw makaapekto ito sa pagbibigay ng panibagong prangkisa sa ABS-CBN.

Sabi nito sa panayam ng Inquirer.net, “Not all violations of the franchise is equivalent to not granting the franchise.

“Parang sa high school 'yan, iba yung kick out, iba yung suspended, iba yung pagsasabihan ka lang.”

Hindi rin daw magiging unfair ang Kongreso laban sa istasyon.

“No one in Congress want a dictatorship. Bakit?

“Unang isinasara media, siyempre mahirap rin, kasi may social media.

“Pero kung hindi, pangalawa, unang isinasara rin Congress, e.

"Yung dictatorship, one-man o one-woman rule, halos sabay isinasara ang Kongreso at ang media.

“So rest assured, iba-iba ang views pero lahat tayo ay pro-democracy because no one wants to shut down the media nor shut down Congress, but that doesn’t mean na automatic may mag-apply, ibibigay mo.”

Sa March 30, 2020 magtatapos ang prangkisa ng Kapamilya network.

Sa tingin ba ni Cayetano ay matatapos nila ang hearing bago ang nakatakdang pagkapaso ng prangkisa ng broadcast giant?

Tugon nito, “We have enough time.

“Yung budget na P4.1 trillion natapos natin ng isang buwan, yun pa kayang franchise na siguro sobrang... yung issues, two-three hearings, sobrang exhaustive na nun."
