ABS-CBN bypassed anew as 5 franchise bills move closer to House approval

Broadcast giant ABS-CBN is literally racing against time as its franchise will expire on May 4, 2020. Congress will go on summer break on March 14, 2020 and its session will resume exactly on the day the network's franchise expires.

Nagsimula nang mag-hearing sa Kongreso noong Lunes, March 2, ang House Committtee on Legislative Franchises na pinamumunuan ni Palawan Congressman Franz Alavarez.

Ang nasabing komite ang nangangasiwa ng franchise bills ng radio, television, at telecommunication networks sa bansa.

Kasunod nito, umusad na sa second reading ang limang franchise bills na naglalayong mabigyan ng panibagong 25-year license to broadcast ang ilang media companies at telecommunications sa Pilipinas.

Kabilang sa mga ito ang prangkisa ng FBS Radio Network, ang operator ng FM station na 94.7 Mellow; Century Broadcasting Network, ang operator ng Magik FM na nakabase sa mga probinsiya; Bayan Telecommunications Inc.; Tandag Electric and Telephone Company; at Caceres Broadcasting Corporation.

Kahapon, March 3, inaprubahan naman sa third at final reading ang franchise renewal bill ng Rolin Broadcasting Enterprises Inc.

RACE AGAINST TIME

Sa mga prangkisang nakapila sa komite, hindi napasama rito kahit isa man lang sa 11 franchise renewal bills ng ABS-CBN.

Magtatapos na ang prangkisa ng Kapamilya network sa May 4, 2020.

May apat na sesyon na lamang ang nalalabi sa Kongreso bago sila mag-summer break sa March 14.

Babalik naman ang sesyon ng 18th Congress sa May 4, ang araw kung kailan mapapaso ang franchise ng ABS-CBN.

Nagpadala na ang Kongreso ng sulat sa National Telecommunications Commission (NTC) upang mabigyan ng provisional authority ang ABS-CBN na makapag-broadcast kahit wala na itong prangkisa.

Pero ayon kina dating Chief Justice Reynato Puno at Senator Franklin Drilon, hindi maaring mag-broadcast ang ABS-CBN kung wala itong bagong prangkisa.

Bukod sa problemang kinakaharap ng network sa Kongreso, may isa pa silang balakid na kailangang harapin naman sa Supreme Court—ang quo warranto petition na isinampa ni Solicitor General Jose Calida.

Layon ng petition na bawiin ang kasalukuyang prangkisa ng ABS-CBN dahil may mga nalabag daw silang ilang probisyon sa kanilang prangkisa.

Mariin naman itong pinabulaanan ng ABS-CBN.

Sa pinakahuling ulat, sinabi ni House Speaker Alan Peter Cayetano na tatalakayin na ang 11 franchise bills ng ABS-CBN sa March 10, 2020.
