Handa umano sina Senators Jinggoy Estrada at Joel Villanueva na pumirma ng waiver upang buksan at imbestigahan ang kanilang bank accounts.

Ito'y matapos silang banggitin ni dating Bulacan First District Assistant Engineer Brice Hernandez nang humarap ito sa House of Representatives' Infra-Committee Hearing noong September 9, 2025.

Ayon kay Hernandez, sangkot ang dalawang senador sa maanomalyang flood control projects ng pamahalaan.

Pagsisiwalat ni Hernandez, bukod sa government officials at congressmen, may mga senador din umanong sangkot sa ghost flood control projects sa Bulacan na kumubra ng tig-30 percent na SOP (standard operating procedure).

Diumano, ito ay sina Senator Estrada at Senator Villanueva.

Binanggit din ni Hernandez sina Department of Public Works and Highways (DPWH) Undersecretary Robert Bernardo at District Engineer Henry Alcantara.

Kapwa naman naglabas ng pahayag sina Estrada at Villanueva noong araw ring iyon upang pabulaanan ang alegasyon ni Hernandez.

Senator JINGGOY Estrada: "I'm open to any investigation."

Sa ginanap na plenary session sa Senado ngayong Lunes, September 15, sinabi ni Estrada na handa siyang pumirma ng bank waiver para maimbestigahan ang kanyang bank accounts at patunayang wala siyang alam sa ibinibintang ni Hernandez.

Nanggagalaiti niyang pahayag: "Why are we giving so much importance or credence to this person who is a liar, who is the number one suspect of this corruption? What is happening in our country today, bakit?

"Bakit noong nag-hearing ang Blue Ribbon Committee, nung si Congressman [Rodante] Marcoleta pa ang chairman ng Blue Ribbon, nagbanggit si [Curlee] Discaya ng ilang congressman na involved sa korapsyon, hindi na-front page, hindi masyadong pinag-usapan.

"Noong si Brice Hernandez na ang nagbanggit ng dalawang senador, front page na kaagad kami, kahit hindi totoo yung sinasabi niya, na walang basehan.

"Thirty percent commission daw. Ang put*ng ina! How can I demand thirty percent?

"What is his basis? Pinag-iingatan ko ang pangalan ko. Why should I do such a thing, I will never do such thing."

Dagdag niya: "Ako, I'm open to any investigation. In fact, ngayon pa lang kahit hindi pa nagko-commence yung Blue Ribbon Committee ni Senator [Ping] Lacson, ngayon pa lang I'm willing to sign any waiver to open my bank accounts."

Hinala pa ni Estrada, dahil sa gawi ng kanyang pagtatanong sa mga kontratistang sangkot sa maanomalyang flood control projects kaya siya napag-iinitan at idinadamay.

Kalakip nito ang pakiusap niya sa bagong upong Senate President na si Tito Sotto at mga kapwa senador na bago siya pag-isipan ng masama ay imbestigahan muna kung may katotohanan ba ang mga naging pahayag ni Hernandez.

Saad niya: "Bakit, kasi I'm actively participating in the Blue Ribbon Committee, dahil ba matapang akong magtanong, ako na kaagad ang target nila, bakit?

"I'm just doing my job as your senator. I have an oath to defend. I want to get all the bad crooks here in government. That is my duty as your senator.

"Sobra-sobra na. Lahat po kami apektado na. Even the Senate as an institution is also affected by the testimony of one habitual liar.

"Bakit paniniwalaan natin siya? Bakit yung mga sinigaw ng mga congressman, bakit hindi natin imbestigahan?

"Bakit yung mga senador ang iniimbestigahan? Huwag naman ganon. Bakit yung mga senador lang ang gusto nilang ipako sa krus?

"Bakit, kasi sikat kami? Hindi naman yata tama yon. Tayo ay pare-pareho lang na nasa gobyerno. Pareho lang tayo na nininilbihan dito."

SENATOR JOEL VILLANUEVA: "Sana hindi ninyo maranasan itong ginawa sa amin."

Katulad ni Estrada, nakahanda rin si Villanueva na pabuksan ang kanyang bank accounts.

Saad niya: "We have been consistent ever since. In fact, we already have a bill requiring government officials na dapat naka-waive yon [confidentiality of bank deposits].

"Definitely, I’ve been open [to opening my bank accounts] ever since."

Muli rin niyang pinasinungalingan ang naunang paratang ni Hernandez na diumano'y tumanggap siya ng milyun-milyong pisong halaga ng kickback sa flood control projects.

Pahayag ni Villanueva: "I appeal to my colleagues here, kung kayo ho dito ang isa sa mga pinangalanan kahit wala hong ebidensya... kung kayo ho yung gawan ng ganun, kayo ho yung nasabihan na dinala sa bahay ninyo yung pera, doon po sa simbahan ng JIL [Jesus Is Lord] Church, hindi ko ho alam kung anong mararamdaman ninyo kung nasa sapatos ko po kayo.

"Kahit ho si Satanas, hindi papayag doon sa script niya [Hernandez].

"Tatanggap ka ng suhol sa simbahan, tapos kung ano yung sabihin niya ayun ang masusunod."

Dagdag pa niyang pakiusap: "Dear colleagues, sana hindi ninyo maranasan itong ginawa sa amin.

"Hindi ko kailangan na may sumuporta sa akin dito sa Senado. Kahit isa po dito sa Senado, I appreciate yung mga naniniwala. Kung hindi kayo naniniwala, it's not my problem.

"Ang alam ko lang, mahirap na ikaw paparatangan tapos sa sarili mo pang bahay, hindi ka maproteksyunan, hindi ka man lang mapakinggan."
