Congress drops bill granting ABS-CBN provisional franchise; opts to tackle network's 25-year franchise

Matatagalan pa bago makabalik sa pag-ere sa free TV ang broadcast operations ng ABS-CBN Corporation.

Ito ay matapos iatras ng Kongreso ngayong Martes, May 19, ang pagdinig sa House Bill 6732, na naglalayong bigyan ng provisional franchise ang Kapamilya network.

Sa kalagitnaan ng ikalawang pagbasa ng panukala sa plenaryo ng Committee of the Whole ng Kongreso ngayong araw, nagtalumpati si House Speaker Alan Peter Cayetano ukol sa isinusulong niyang provisional franchise ng ABS-CBN.

Dahil daw sa magkakaibang opinyon ng mga kongresista, nagdesisyon ang Taguig City representative na iatras ang panukala.

Sa halip, inatasan niya ang House Committee on Legislative Franchises na simulan na ang pagdinig sa 25-year franchise renewal application ng ABS-CBN at sa iba pang aplikasyon ng prangkisa.

Marami raw kasing mambabatas ang nagmungkahing ang 25-taong prangkisa na lang ang talakayin imbes na ang limang buwang prangkisa na kanyang isinusulong.

Kaagad na raw sisimulan ng franchise committee ang pagtalakay sa application ng franchise renewal ng ABS-CBN.

Bahagi ng talumpati ni Speaker Cayetano, "I, together with the House of Representatives' leadership, have decided to forego the provisional franchise and immediately proceed with the hearings of the full 25-year renewal application of the ABS-CBN franchise.

"Let us direct our committee to immediately and continuosly hold hearings until everyone is heard.

ABS-CBN FRANCHISE RENEWAL

Taong 2014 pa, noong 16th Congress sa panahon ni Presidente Noynoy Aquino, nag-apply ng franchise renewal ang ABS-CBN.

Ngunit inatras ito ng network dahil sa "time constraints."

Sa 17th Congress, sa panahon ni Presidente Rodrigo Duterte, hindi rin naman umusad ang franchise-renewal application ng network.

Ngayong 18th Congress, may 11 panukalang batas na nakahain sa Kongreso ukol dito.

Pero wala paring pormal na natatalakay sa mga ito.

Dahil sa pagkapaso ng prangkisa ng ABS-CBN noong May 4, 2020, naghain ng cease and desist order ang National Telecommunications Commission (NTC) sa ABS-CBN Corporation noong May 5.

Tumalima ang istasyon sa utos ng NTC at nagsara ito ng kanilang broadcast noong bandang 7:52 ng gabi.

Hindi naman naglabas ang Korte Suprema ng temporary restraining order (TRO) kaugnay sa petition for certiorari and inhibition ng ABS-CBN upang ibasura ang order ng NTC.
